Bio

Jesse has a diverse practice counseling clients on a wide range of regulatory compliance matters in the environmental, energy, health care, biotechnology, real estate and transportation industries.

He has considerable experience with federal and state environmental statutes, including the Clean Air and Clean Water Acts, CERCLA, the Endangered Species Act, and Massachusetts Chapter 21E. He also has conducted environmental due diligence in transactional matters, and advised clients in permitting disputes, municipal urban renewal projects, CERCLA cost-recovery actions, and transboundary environmental litigation.

For numerous health care clients, Jesse has provided strategic solutions on compliance issues arising under the federal Affordable Care Act, Chapter 224, the new cost containment law in Massachusetts, and many other complex regulatory matters. In addition, he has practiced before several administrative agencies, including the Massachusetts Department of Environmental Protection, the Attorney General Bid Protest Unit, and the Federal Motor Carrier Safety Administration and successfully defended pro bono clients from deportation before the First Circuit Court of Appeals, the Board of Immigration Appeals, and the Immigration Court.

Prior to joining Foley Hoag, Jesse was a law clerk for Justice Robert J. Cordy of the Supreme Judicial Court of Massachusetts. While attending law school, he was a lecturer in the Boston College Political Science Department, teaching an upper level survey course entitled “Environmental Law and Policy.” Before law school, Jesse gained diverse experience in an array of environmental and energy issues as a reporter for The Associated Press in Boston and Boise, Idaho, and The Durango Herald in Durango, Colorado.
