Millionaire's Tax: Fairness or Folly?

When:  Oct 13, 2022 from 05:00 PM to 06:30 PM (ET)

Round Two Debate

Please join the Massachusetts Bar Association's Taxation Section in welcoming State Senator Jason Lewis and Boston Globe columnist Jeff Jacoby to debate the upcoming ballot question #1.

Question 1 will ask voters to amend the state constitution to charge a 4 percent surtax on the income of any taxpayer over $1 million. The surtax would apply the revenues collected to transportation and education, subject to appropriation. Massachusetts-sourced capital gains and earned income would be subject to the 4 percent surtax, but gains and income earned outside of Massachusetts would not.

Lewis will argue in favor of ballot question 1, and Jacoby will argue against the referendum.

The Taxation Section sponsored a similar debate in 2018, when the millionaire’s tax was first proposed but ultimately not included on the state ballot.
